Why the manual shipping method is not displayed

To check the manual shipping method:
- Log in to your administration panel.
- Check whether a location is set up properly on the Locations page (the link to this page is in the Administration > Shipping & Taxes tab).
- Check whether geographic areas (states or countries) of location zones do not intersect with each other.
- Check whether the states (if they exist) are selected on the location details page.
- Check if the necessary location is selected in the Show rates for location box and the rates are set up for it on the details page of this shipping method (on the Shipping methods page).
